KENHA AND KERRA HEADS RESIGN ON SAME DAY AS ONE LINKED TO PROTESTS

On Friday, July 11, 2025, the heads of both KeNHA and KeRRA (Kenya Rural Roads Authority) resigned on the same day.

KeRRA stands for Kenya Rural Roads Authority, while KeNHA is for Kenya National Highways Authority.

This unusual timing has caused public concern, with many wondering if there’s a bigger issue or scandal in the roads sector.

Engineer Kung’u Ndung’u, who had led KeNHA since 2021, stepped down.

KeNHA Board Chairperson Winfrida Ngumi confirmed his resignation and named Engineer Luka Kimeli as the Acting Director General.

On the same day, Engineer Philemon Kandie, the boss at KeRRA, also resigned. And gave his 3-month notice.

He said his last working day would be October 10, 2025, but he will go on leave starting July 14. KeRRA Board Chairperson Anthony Mwaura announced Engineer Jackson Magondu as the acting replacement.

KERRA Head Linked to Petition Over June Protests

Kandie’s resignation comes just one week after a High Court petition was filed seeking his removal from office.

The petition, brought by Wahome Mucunu, accused Kandie of misusing his role at KeRRA to funnel public funds into politically motivated protests that took place in June 2025.

According to the petition, the funds were allegedly funneled through shell companies and KeRRA-linked contractors to support protests said to be aligned with former Deputy President Rigathi Gachagua.

The demonstrations, while appearing political, were described as “coordinated criminal operations” that caused violence, property destruction, and disruption of public services.

Though Kandie made no mention of the petition in his resignation letter, the timing has fueled further speculation.
